Disallow combining trusted and non-trusted detectors

We don't allow the assistant application to create trusted
and non-trusted detectors at the same time. If the application
create trusted and non-trusted detectors at the same time, the
IllegalArgumentException will be thrown.

TODO : I will add some test cases.
