Moving shared classes to common.pip package 5/N

PipBoundsAlgorithm, PipBoundsState, PipKeepKlearAlgorithm,
PipPinchResizingAlgorithm, PipSnappAlgorithm and PipDisplayLayoutState
are being moved to the common.pip package.

Pip2Module is also being updated to return a non-null
PipTransitionController in PipModule
