Add adb commands for instant shade expand/collapse

Adds 3 commands with syntax based on the existing commands
expand-notifications, expand-settings, and collapse. These new
commands add a -instant suffix to remove animations. This will
make E2E tests run slightly faster and more reliably. These
commands will only work with the scene container flag enabled.
