Move common TaskPositioner test logic into tests for utility class. 

With the creation of VeiledResizeTaskPositioner in Iba789762283a3359a78476d557075c1bc427a3d5, much of the common logic was moved from TaskPositioner (now FluidResizeTaskPositioner) to DragPositioningCallbackUtility. Thus, the shared test logic should also be moved.
