Removing unnecessary modules from SystemUIModule

Keyboard and touchpad modules bloat other SysUI variants even though they are not needed there.
- creating TouchpadKeyboardTutorialModule
- making KeyboardModule and TouchpadKeyboardTutorialModule optional for SysUI variants
