Include LineageSettings in settings dump

List the Lineage settings for all users for the global, secure, and
system tables when dumping settings. They are output in the same way
they would appear with `settings list --lineage`.

Example section heading: "LINEAGE GLOBAL SETTINGS (user 0)".

Test: Manual: `adb shell dumpsys settings`, look for section headings
with output.
