Inline SystemCoreStartableModule includes

We are trying to delete SystemCoreStartableModule. Modules that it
transitively included are now inlined.

This is one step along the journey. The inlined modules should, in
all likelihood, be moved elsewhere in follow up cls, and they will be
before this bug is closed.
