Keyguard - Migrate indication area

1. Add a sibling view, keyguard_root_view, to the notification_panel
under the notification shade window.
2. Programmatically construct the indication area:
KeyguardIndicationArea
3. Based on flags, enable/disable one of the area:
KeyguardViewConfiguration
