tempWhitelistForPendingIntent() can specify temp allowlist type.

The supported temp allowlist types are
TEMPORARY_WHITELIST_TYPE_FOREGROUND_SERVICE_ALLOWED and
TEMPORARY_WHITELIST_TYPE_FOREGROUND_SERVICE_NOT_ALLOWED.
