Pregrant Car Dialer app nearby device permissions

As the system default dialer app for Android Automotive OS, we need to
pregrant the BLUETOOTH_CONNECT permission to access paired devices.

Test: adb shell dumpsys package com.android.car.dialer, permission is
now granted by default
