Allow multiple displays to register for rotation coordination

When moving between device states, there are scenarios where
the full display unregistration does not occur in time, so a
display with a different ID may be registered before the previous
display is unregistered. This CL fixes that issue and allows
for callbacks to be mapped to their display id.
