Fix crash when tapping QS dialog "sim" section (toast creation)

The toast was being created from the NOTIFICATION_SHADE WindowContext, but it was triggering a TYPE_STATUS_BAR_SUB_PANEL new window addition, which is a system window and is not supported as NOTIFICATION_SHADE subwindow.

This cl gets the correct context (with TYPE_STATUS_BAR_SUB_PANEL) from ShadeDialogContextInteractor, and adds the window from the WM obtained from that context.
