Migrate BatteryStats to @EnforcePermission

notePackageInstalled and notePackageUninstalled are also not part of the
AIDL service, but called directly by system_server.

setChargerAcOnline, setBatteryLevel, unplugBattery, resetBattery and
suspendBatteryInput permission checks were done in the internal service.
Move the permission check closer to the security boundary.
