Write RemoteViews actions to proto (3/3) 

This change adds support for writing the following RemoteViews actions to
proto:
  SetViewOutlinePreferredRadiusAction
  TextViewDrawableAction
  TextViewSizeAction
  ViewGroupAddAction
  ViewGroupRemoveAction
  ViewPaddingAction
  SetDrawInstructionsAction

Test: RemoteViewsProto test
