PBD: Apply the same emmc discard logic as ext4_utils 

If we have SECURE_DISCARD disabled (currently only affects ext4_utils)
don't invoke BLKSECDISCARD for FRP, either. Slow flash is slow.

Addresses CYNGNOS-729
