Add //libs/usb4 implementation from vendor/google

Add support libraries for USB4 from vendor directories.

The following changes were added on top of what was copied over in this
commit:
* Added libuevent-framework (copied from vendor libuevent library)
* Renamed Thunderbolt subsystem constant
* Ran rustfmt
* Updated default log level to Info
* clippy fixes
