Add additional DeviceConfig namespaces to allowlist

This commit updates the allowlist of DeviceConfig namespaces that
can be written with the WRITE_ALLOWLISTED_DEVICE_CONFIG permission
to include those namespaces from networking, network security,
nearby, on device personalization, and thread network.
