Add instrumented code to `art-profile-extra`

These lines are currently in `art-profile`, but are added to
`art-profile-extra` so that they remain consistent despite automated
changes to the former.

- `updateDeviceIdleTempAllowlist` and `setBatteryState`: Used by
  integration test `SmokeTest` in the `UprobeStats` module.
- `setUidTempAllowlistStateLSP`, `setComponentEnabledSetting`, and
  `bindServiceLocked`: Used by server side configurations that are
  delivered to the `UprobeStats` module.
