SystemUI: Add rotation lock toggle and ringer mode switch in quick setting

1. use config to support rotation lock toggle in quick setting on the
phone whose smallest screen width is not smaller than 600.
2. add ringer mode switch in quick setting and use config to control
whether to show ringer mode switch in quick setting.
