@EnforcePermission migrations - UiModeManagerService

Migrates call sites to use the @EnforcePermission annotation
instead of manually checking permissions.

These are fully behavior-preserving changes that can be identified by
Android Lint (see SimpleManualPermissionEnforcementDetector)
