Create API for WM to send letterbox info to SysUI. 

+ Creates a new LetterboxDetails parcelable class
+ Adds LetterboxDetails as a parameter to IStatusBar#onSystemBarAttributesChanged

Test: Manually by checking that the device works without crashing
