Read autoclick delay from settings

Instead of hardcoding autoclick delay, use
Settings.Secure.ACCESSIBILITY_AUTOCLICK_DELAY value.
Adds logic for observing the setting's changes and updating the delay
that should be used when scheduling automatical click.
