Revert "Emergency call button on Swipe lock Screen."

This feature is (1) buggy and thus perma enabled on MSIM and (2)
UX wise poorly implemented. Kill this CAF feature and the padding
introduced along with it to return to the AOSP look.

This reverts commit e7b6415c.
