Temporarily add wellbeing protection flag to use MANAGE_ROLE_HOLDERS in RVC 

STOPSHIP bug: 145526313

Test: Flash and install the local change. Then, call RoleManager#addRoleHolderAsUser
      from Digital Wellbeing. API call was successful.
