Revert "Check 64-to-32-bit transition in system_server for Tagged Ptrs."

This reverts commit a9563605.

Reason for revert: Commit had a bug (ag/11019212), and revert and resubmit is going to be a heck of a lot easier than managing the cherrypicks.
