Get failing WordIterator unit tests to pass again 

WordIterator is now following the pattern in java.text.BreakIterator,
throwing an IllegalArgumentException when receiving an invalid argument.
Previously, it failed inconsistently.

Also add @SmallTest annotations to the WordIterator tests.
