Add a method for querying universal resizability of packages

This provides a method for Settings to query whether a package can
be universal resizable. And because Settings only has the UI on
large screen device, it can use:
  ActivityRecord#canBeUniversalResizeable(info, wms,
      true /* isLargeScreen */, false /* forActivity */)
