[ADI][46/N] enable experiment shell command

Test: atest com.android.server.pm.verify.developer.DeveloperVerifierExperimentProviderTest
Test: manually like below
1. Use the following command to set the installation policy to closed
and result to fail
2. adb shell pm set-developer-verification-result com.bar.foo 3 2
3. Install the app and check the result
