Configuring AccessibilityMenu settings actionBar to ensure title remains visible.

Turned on flags to enable multiple lines if the title text is too long. This originally occurred by increasing text size to maximum, but changing these settings has also decoupled the actionBar from text size. Though, this behavior is consistent with other actionBars.

Test: install apk, navigate to AccessibilityMenu settings page with maximum text size. "Accessibility Menu Settings" should be fully visible.
