fw/b: Use common network restrict apps method

* These are lineage additions (that originated
  from caf).

* addrestrictappsondata, addrestrictappsonvpn and
  addrestrictappsonwlan all do a similar thing
  (fw/b passes different interface arguments).

* Consolidate into addrestrictappsoninterface
  (and removerestrictappsoninterface)

* Requires corresponding system/netd change.
