Update AnrTimer statistics

The AnrTimer statistics that are collected by the native layer are now
reported in bug reports.  Reporting via logcat has been removed.

The expired and extended statistics are now collected properly.  To
simplify the code, global statistics are returned along with per-timer
statistics.

Tested by generating a bug report and verifying the AnrTimer section.
