Add a buffer to fingerprintAuthenticationStatuses

To avoid backpressure where the FingerprintFailureStatus gets overridden
by Acquired/Help/Error Fingerprint statuses.

Test: atest DeviceEntryFingerprintAuthRepositoryTest
Test: In AOD or dozing, fail SFPS or rear FP multiple times. Observe
haptic for each failure
