Implement a basic PipController for pip2 3/3

Implement a basic ...pip2.PipController updating
PipDisplayLayoutState as needed upon configuration
and display changes. This is needed to have correct pip
entry bounds.
Note: KCA are not being handled yet. The plan is to add
those changes in this CL too.
