Fix fpAuth AOD => GONE AodPromotedNotif sensitivity flicker

Don't show the unredacted AodPromotedNotification
if the biometric unlock state is about to dismiss
the keyguard. This avoids showing the unredacted
notification on AOD for a few frames before
dismissing the keyguard which looks flickery.
