Always send setIgnoreDisplayTouches from UdfpsOverlayInteractor
Previously, we ignored sending setIgnoreDisplayTouches when the state tracked in UdfpsOverlayInteractor did not change. In rare cases, this state becomes out of sync causing a setIgnoreDisplayTouches call to be missed. Avoid this by always sending setIgnoreDisplayTouches.
