[Flexiglass] Open shade on short swipes over launcher

We want swipes over launcher that are too short to clear touch slop to still invoke the shade scene transition. This also fixes the broken state where a short swipe over launcher would leave the gone scene visible over launcher.

Test: verified short gestures that are not classified by Compose as Moves now open the shade
Test: verified long gestures to open the shade still track the finger
Test: verified clicking on app icons/smartspace and swipe up on app drawer still works
