oom: not skip evaluation of connection with BIND_SCHEDULE_LIKE_TOP_APP

If a connection has BIND_SCHEDULE_LIKE_TOP_APP and its host's
corresponding flag has not been set, do not skip the evaluation of this
connection.

Flag: com.android.server.am.not_skip_connection_recompute_for_bind_schedule_like_top_app
Test: MockingOomAdjusterTests
Test: adb shell dumpsys activity p <proc package> | grep mCurSchedGroup should return "3".
