AudioService: synchronize BT_SCO on and A2DP or LE suspended states - take 2

Handle A2DP and LE Audio suspend requests in AudioService and
AudioDeviceBroker to enforce permissions and keep a single synchronized
ground truth for the audio HAL state.

Make sure that A2DP and LE Audio are suspended before BT_SCO is turned
ON and unsuspended if needed if BT_SCO is turned OFF.
