Revise the IllegalArgumentException check 

Combining the two IllegalArgumentException check to mitigate the
potential information leakage.

Bug: 189858128
Test: atest ApplicationInfoTest
Test: manually using the PoC in the buganizer to ensure the symptom
      no longer exists.
