Add tracepoints for monitoring HWUI's (persistent) ShaderCache
We'd like to be able to determine from a perfetto trace whether shaders are being evicted from HWUI's ShaderCache. Add tracepoints to check for this or other errors when inserting into the cache. Bug: 231194869 Bug: 225211273 Test: manual Change-Id: Ib4059754da42984def059884987855e605497be0
