Add benchmarks for WASM bidding logic

Add new test using new WebView WASM support.
Add JetPack Core dependency to fix the ClassNotFoundException issue when
looking for the ContextCompat class.

Results of running the `evaluate_turtledoveWasm` test on a Pixel 4:
