Remove Bitmap#createAshmemBitmap(Config)

After I359187a5c70b5e241c7f5879d50fde2a7449c818, there are no more
internal callers. go/nonsdk-dash only shows Instagram apps calling it.
We've discussed with Instagram, and they no longer use this version.
