[ECM] Don't set MODE_ERRORED for LOCAL and DOWNLOAD

If ECM is enabled, don't set MODE_ERRORED anymore. It will be evaluated
automatically by EnhancedConfirmationManager/Service when we set the
package source to LOCAL or DOWNLOAD.
