Enable AUTO_TIME_ZONE settings. 

There are separate settings for AUTO_TIME and AUTO_TIME_ZONE.

Modify *ServiceStateTracker to monitor AUTO_TIME and AUTO_TIME_ZONE changes
separately and reset NITZ time and timezone accordingly.
