Added command / binder method to temporarily disable VoiceInteraction. 

It will be used by Automotive when the display is off.

Test: adb shell cmd voiceinteraction disable true && \
      adb shell cmd voiceinteraction show
Test: atest CtsVoiceInteractionTestCases CtsAssistTestCases
