SwipeToDismiss with MotionValue

- Extract code into `overscrollToDismiss` Modifier
- set `beyondViewportPageCount` to 1 to avoid recomposition during
  animation

Tests:
- Add dependencies for motion tests in `PlatformComposeCore`
- Change test activity theme to `NoActionBar` to ensure composable is
  visible in recordings
