Added satellite configs per plmn bundle

We need to have to ability to configurate satellite functionality
specific to PLMNs of corresponding satellite provider, so that
when a carrier supports multiple satellite provider (with different
PLMNs), we would be able to selective choose the required PLMN based
satellite configs.
