[Flexiglass] Address consequences of always compose

When QuickSettingsScene is always composed, assumptions about things
that are restarted are gone. Address the following issues:

* Scroll reset to 0 when it becomes not scrollable
* Propagate listening state (match with started) into tile grid. This
  allows for page reset and marquees to start correctly.
