Link MANAGE_VIRTUAL_MACHINE permissions with virtualmachine gid

Add virtualmachine gid for apps with MANAGE_VIRTUAL_MACHINE
permissions.

Bug: 322197421
Test: Booted device and processes and checked that the correct
capabilities are given.
