Skip dumping resources for frozen processes

This change skips frozen processes during 'dumpAllResources', as they
cause the dump to time out.

Test: Run 'dumpsys resources' and verify that:
      - the dump no longer hits the 10s timeout
      - the notice about frozen processes being skipped is shown
